Context/Scope
This function plays a key role maintaining compliance at this site, and is an essential role enabling the delivery of North America's supply strategy.
 
Purpose
 
- Establish Best Practices:  Provide best practice standardization and codification on reporting, tax payments, and export processes.

- Build capabilities:  Establish a continuous improvement program of end to end processes and establish this site as a Beer Center of Excellence.  Provide proper onboarding plans and routine outreach, supported by strong relationships within the site.

- Provide Technical Support:  Ensure compliance with Title 27 of the Code of Federal Regulations as DSPs and Breweries during the activities of production and shipment.  Provide new tools that improve accuracy and speed of reporting.

- Assure Compliance:  Monthly self-audit assessments including financial reconciliation and on-site audit support. 

 
Management Responsibility
This role is based at our Relay facility reporting to the Government Compliance Manager and also works closely with management at the site to ensure compliance with all regulations. The role works closely with Finance business partners. There are no direct reports to this role.
 
Complexity of Role
 
- Expert on the Code of Federal Regulations, Title 27, Parts 19, 24 and 25 and other related Parts.

- Regulatory compliance (state and federal) and control.

- Timeliness, quality and accuracy of tax payments and all reports.

- Lead audits of production and shipping records and tax payments by TTB and State as required.

- Interact with plant management/staff, government officials, as well as Regulatory Team, Liquid Developers, and Corporate Legal, 3rd Party Management.

- Travel required 10-15%.

 
Key Outputs/Deliverables
 
- Prepare and file bi-weekly federal excise tax payments and returns for Beer and Spirit operations accurately and on-time.

- Liaise with 3rd Parties to ensure federal excise tax payments are paid on-time.

- Assist finance in monthly tax and drawback account reconciliations.

- Maintain tax-paid export drawback balances of < 180 days and ensure proof of delivery on exports.

- Prepare for and help lead government audits and assist other sites during government audits. Provide assistance to internal and external auditors.

- Participate in annual internal risk audits.

- Interpret federal excise tax regulation and identify risk pertaining to non-compliance.

- Identify changes in regulations and give guidance and training.

- Establish standards and share best practices across sites. Build site capabilities through enhancing processes and training. Provide technical support to the site on compliance with regulations.

- Assure compliance with all regulations through monthly self-assurance audits.

- Continuously challenge ways of working, ensuring standardization of processes across North America.

- Grow team members through regular updates and training.

 
Experience and Skills
 
- Business, finance/accounting or equivalent college degree or operational background. Exposure to supply chain activities is beneficial. Accounting experience in a manufacturing environment is helpful but not necessary.

- Knowledge of Code of Federal Regulations (Title 27) considered a plus.

- Strong SAP background with proficiency in computer skills. Strong in MS Excel and Word.

- Ability to effectively communicate at all levels, both verbal and written, with internal stakeholders, external government agencies and 3rd Party vendors and customers.

- Ability to juggle priorities and work under pressure. Must be detail oriented.

- Self-starter with an ability to work independently.
